Uganda Expands Global Air Connectivity: New Flight Agreements at ICAO Summit 2025 (2025)

Imagine a world where traveling to Uganda becomes as easy as hopping on a bus—well, almost. That’s exactly what’s on the horizon after Uganda made waves at the 17th International Civil Aviation Organization (ICAO) summit in 2025. Held in the picturesque Punta Cana, Dominican Republic, the ICAO Air Services Negotiation event (ICAN2025) wasn’t just another meeting—it was a game-changer for Uganda’s aviation landscape. But here’s where it gets exciting: Uganda didn’t just show up; they came prepared to redefine their place in global air travel.

Led by the dynamic Olive Birungi Lumonya, Deputy Director General of the Uganda Civil Aviation Authority (UCAA), the Ugandan delegation was a powerhouse team. Alongside officials from the Ministry of Works and Transport, Uganda Airlines, and the East African Civil Aviation Academy, they engaged in high-stakes negotiations with representatives from Africa, Europe, Asia, the Middle East, and the Americas. Their mission? To expand Uganda’s air connectivity and put the country on the global aviation map.

The results were nothing short of impressive. Uganda signed six Memoranda of Understanding (MOUs) and initialed Bilateral Air Services Agreements (BASAs) with Argentina, Eswatini, Denmark, Norway, Sweden, and Guyana. They also revisited and finalized a BASA with Qatar. But what does this mean for travelers and the aviation industry? Lumonya puts it succinctly: ‘These agreements are a major leap toward enhancing Uganda’s global air connectivity. They’ll give passengers more options, foster competition, and fuel the growth of our aviation sector.’

And this is the part most people miss: BASAs are the unsung heroes of international air travel. These agreements dictate which airlines can fly between countries, how frequently they can operate, and which routes they can use. Without them, even the most eager airline can’t legally launch flights to Uganda. As Lumonya explains, ‘BASAs are the backbone of commercial aviation. They’re what make international flights possible.’

But here’s where it gets controversial: While Uganda’s new agreements are a step forward, they also raise questions about the broader implications of air transport liberalization. During ICAN2025, Uganda participated in discussions on the Single African Air Transport Market (SAATM) and global aviation policies. These talks, held on Yamoussoukro Decision Day (November 14, 2025), highlighted the tension between opening skies and protecting domestic carriers.
